VotePulse Platform · Results monitoring

Election results monitoring from polling-station forms

When counting ends, your agents hold the evidence: a signed result form from each polling station. VotePulse turns those photos into a checked internal tally, and tells you which forms a person needs to look at.

Photos are not a tally

On election night a campaign receives hundreds or thousands of photos of result forms over WhatsApp. Somebody types numbers into a spreadsheet, mistakes creep in, and nobody can say which figure came from which form.

A reliable tally needs three things: every number linked to the photo it came from, the arithmetic of each form checked, and a person reviewing anything the system is unsure about.

What Results monitoring does

  • Submission from the station

Agents submit candidate votes, total votes cast and rejected ballots with a photo of the form.

  • Photo clean-up

Each photo is scored for quality, the document edges are found and the perspective is corrected.

  • Field-by-field reading

Each field on the form is read separately and given a confidence score.

  • Arithmetic checks

Valid plus rejected must equal total cast; candidate votes must add up to valid votes; turnout cannot exceed registered voters; negative numbers are flagged.

  • Human review

Any form with a failed check or a low-confidence field goes to a reviewer before it counts.

  • Internal tally board

Checked results by county, constituency, ward and polling station, updating as forms arrive.

  • Evidence trail

Every figure stays linked to the agent, station and photo it came from.

How it works

  1. Agent submits

The agent photographs the signed form and submits the numbers from GroundForce.

  2. VotePulse reads and checks

The photo is cleaned, read and checked against the form’s arithmetic.

  3. A person reviews doubtful forms

Forms with issues are routed to a reviewer with the problem explained.

  4. The tally updates

Verified results flow into the internal tally board.

What it does not do

We would rather you know the limits before you buy than discover them in the middle of a campaign.

  • This is your campaign’s internal tally. Only the IEBC declares official results.
  • Form reading is calibrated against real Form 34A, 35A, 36A and 38A samples. Governor (37A) and Woman Representative (39A) forms use the closest layout, so more of them go to manual review.
  • Submissions open one week before election day.

Frequently asked questions

Does VotePulse transmit results to the IEBC?

No. The IEBC runs its own results transmission. VotePulse collects your agents’ copies of the forms so your campaign has its own checked record.

Does it use AI to read the forms?

Form reading uses computer vision and optical character recognition, and the checks are plain arithmetic. Anything uncertain goes to a person rather than being trusted automatically.

Which forms does it read?

Polling-station declaration forms for all six offices. Forms 34A, 35A, 36A and 38A have layouts calibrated from real samples; 37A and 39A use the closest layout and get more manual review.
