What is campaign management software?

A plain-language guide for Kenyan candidates and campaign staff: what campaign management software does, which parts matter for your race, and how to tell whether you need it yet.

Updated By the VotePulse team

Campaign management software is a single system for running an election campaign. It holds the campaign's contacts and volunteers, collects reports from the field, sends messages, tracks money and events, and supports election-day work such as polling agents and results — so the people leading the campaign can see what is happening everywhere and act on it.

What it replaces

Most campaigns start on tools that were never built for campaigning:

  • WhatsApp groups for coordination, where reports scroll away and nothing can be counted.
  • Spreadsheets and paper lists for voters and volunteers, with many out-of-date copies.
  • Phone calls to find out what happened in a ward, often days later.

Campaign software does not replace the conversations. It gives them a structure: every contact, report and message lives in one place, tied to a ward and a person responsible for it.

The core parts

  1. Contacts (CRM): voters, supporters and influencers, organised by ward, with consent recorded.
  2. Volunteers and field teams: who is working where, what they did, and whether a supervisor approved it.
  3. Field reporting: mobile forms for visits, meetings and incidents, ideally GPS-tagged and usable offline.
  4. Communications: SMS, WhatsApp, voice and social messages targeted by area, with delivery reports.
  5. Events and calendar: rallies, community meetings and the candidate's schedule.
  6. Finance: budgets, approvals and donations, including M-PESA.
  7. Dashboards and analytics: coverage, activity and readiness by ward, constituency and county.
  8. Election day: polling-agent deployment and check-in, incident reporting and results from each polling station.

How your needs change with the office

The same building blocks apply to every race, but the scale is very different. Kenya has 47 counties, 290 constituencies and 1,450 county assembly wards (see them all).

OfficeCampaign areaWhat that means
MCAOne wardA single ward and every polling station inside it. Every station still needs an agent on election day.
MPOne constituencyA constituency averages about 5 wards, each needing its own coordinator and agents.
Woman Rep, Senator, GovernorOne countyA county has between 10 wards (Lamu) and 85 wards (Nairobi City), spread over several constituencies.
PresidentThe whole countryAll 47 counties, 290 constituencies and 1,450 wards, usually coordinated with a party.

Signs your campaign needs it

  • You cannot say, today, which wards have no active coordinator.
  • The same volunteers are being contacted by three different people.
  • You learn about a problem in a ward after it has already cost you.
  • Your contact list exists in several versions and nobody trusts any of them.
  • You do not yet know who your polling agent is for each polling station.

If two or more of these are true, the cost of disorganisation is already higher than the cost of software.

What to look for in Kenya

Kenyan campaigns have specific requirements: ward-level geography, offline field reporting, bulk SMS within CAK rules, data protection, M-PESA and polling-station result forms. We list them, with questions to ask any vendor, in campaign management software for Kenya.

Frequently asked questions

Is campaign management software the same as a CRM?

A CRM (contact database) is one part of it. Campaign software adds the things a campaign does with those contacts: field teams, events, messaging, fundraising, and election-day operations.

Can WhatsApp groups and spreadsheets do the same job?

For a small team, for a while. They break down when reports need to be verified, when several people edit the same list, when volunteers need to see only their own ward, and when leadership needs a live picture across many wards.

Is voter data in campaign software regulated?

Yes. Personal data about voters and supporters is covered by the Kenya Data Protection Act, 2019, and bulk SMS is regulated by the Communications Authority of Kenya. Good software records consent and restricts who can see which records.
