VotePulse Platform · Polling agent management

Polling agent management system for Kenyan campaigns

A campaign needs one agent at every polling station, briefed, in place on time and able to report back. VotePulse manages the whole agent operation, from the agent list to the result form.

Why agent operations fail

Kenya had more than 46,000 polling stations in 2022. Even an MCA campaign may need dozens of agents, and a governor’s campaign thousands. Campaigns recruit them late, brief them badly and lose contact with them on the day.

The law adds deadlines: agents must be notified to presiding officers ahead of the close of poll, and a party may have only one agent per station. Missing paperwork means an agent turned away at the door.

What Polling agent management does

  • Agent database

Every agent with phone, role, station and status, with Kenyan phone numbers checked and normalised.

  • Station assignment

Assign agents to polling stations in your race, one by one or with a bulk station upload.

  • SMS login

Each agent gets an agent number and PIN by SMS with a link to install GroundForce.

  • Custom roles

Polling agent, counting agent, ward supervisor — define the roles your operation uses.

  • Check-in

Agents check in from their station with GPS, and HQ sees who has arrived.

  • Incidents with evidence

    Agents report incidents with photos.

  • Messaging

Direct messages, area groups and HQ broadcasts, with SMS fallback.

  • Results from every station

Agents submit results with a photo of the polling-station declaration form.

  • Training

Role-based training chapters for agents and supervisors.

How it works

  1. Recruit

Add agents and assign them to polling stations in your race.

  2. Onboard

Agents get their login by SMS, install GroundForce and complete training.

  3. Prepare the paperwork

Use the agent list to prepare appointment letters ahead of the legal deadline.

  4. Deploy

On election day agents check in, report and submit results from their stations.

What it does not do

We would rather you know the limits before you buy than discover them in the middle of a campaign.

  • VotePulse does not appoint agents or submit notifications to the IEBC. The candidate or party does that.
  • Agent coverage depends on the people you recruit; the system shows gaps but cannot fill them.
